what is the best possible solution for a married sibling with 1 9mo. old child, who does not want to leave the house?

Kapatid mo? Nakatira sa bahay mo? Sariling bahay mo? O bahay ng mga magulang mo?
Hindi maliwanag ang tanong mo.
Kung ang bahay ay sa mga magulang ninyo, lahat kayong magkakapatid ay may karapatan na tumira doon hanggang sa paalisin kayo ng mga magulang ninyo.
Ngayon, kung ito ay bahay mo, ikaw ang bumili nito o nagbabayad ng renta dito sa bahay na ito, well, you talk sensibly to your sibling. Tell him or her na you need the space. And because your sibling is not paying any rent, you need the space/room that he or she is occupying.
Kapag hindi pa rin umalis, mag-sampa ka ng reklamo sa barangay. At kung hindi pa rin umalis, magsampa ka ng ejectment case. This is the usual advice you will get from a lawyer.
