Ako ay 22 yrs old, kapatid ko ay 19 years old.

Sabi mo, ikaw ay 22 years old na. You are no longer a minor.

I am not an expert in Japanese law. So, I cannot say anything about your rights under Japanese law.

You can browse Japanese government sites for your rights to go to university in Japan as a Japanese citizen. Iyon na nga lang, very competitive ang pag-aaral sa Japan -- you have to know Japanese thoroughly. But this doesn't seem to be a problem for you since you finished your high school in Japan.

So, I really cannot answer your questions in detail. Perhaps you can inquire at the Japanese Embassy? I am sure their social services can be helpful to you.
