No record of marriage in local and national, paano makakakuha ng passport?

Magulang na asawa ko ay kinasal noong 70's ng mayor at ang assistant niya ang bahala sa mga documento. Ngayong 2016 mayroon na silang mga anak at apo. Kailangan ng nanay niya na kumuha ng passport pero nang kumuha na marriage certificate wala sa local at NSO. Ang tanong po ay:

1. Ano ang status ng kanilang pagsasama at ng mga anak?

2. Paano ito maitatama? Patay na ang mga witness at nagkasal

3. May iba pa bang paraan upang makakuha ng passport?

Your problem is the total opposite of most people's problems on this site. Iyong ibang tao dito, gustong mawala ang records ng marriage nila sa PSA (dating NSO). Kayo naman, gusto ninyo na mai-lagay sa NSO ang marriage dahil sa incompetence ng mayor's staff, hindi nai-rehistro ang kasal.

The quickest solution? Magpa-kasal na lang ulit. The marriage will legitimize all children. Teka, ang mga anak ba nila ay may birth certificate? Ano ang naka-lagay sa Birth Certificate? Married sila?

Wala ba silang kahit na anong documentary proof ng marriage nila? Kasi, baka ang mga certificate of live birth ng mga anak nila ay proof na sila ay nabubuhay under a well-founded belief that they had really been legally married iyon na nga lang, walang record dahil sa inadvertence noong mayor's staff.

The quickest way is to get married again. Under the Family Code, they are persons living as a married couple (because they thought they were married all along) they are exempt from the requirement of applying for a marriage license, actually.

Pero, mag-tanong din kayo sa NSO (na ngayon ay PSA na -- Philippine Statistics Administration).

Thanks for the reply, as I suggested pakasal na lang uli, just looking for other options na baka mas madali. Regarding sa BC they are married and all their documents say they are but wala naman ipinakita, they are from the province and wala naman silang tracsactions that needed the marriage certificate until now for the passport so they did not bother to follow up years before.
