To file an annulment, you will need to file a petition before the Regional Trial Court.
You will need to appear before the Public Prosecutor because the Prosecutor will make an investigation before your case will be heard in court. You will need to present evidence of psychological incapacity (by far, the ground that is most used). For this you will need the services of a psychiatrist or a psychologist.

You will need to serve a copy of the petition to your legal spouse. You will see your legal spouse in court. You will present evidence which your legal spouse may contradict with other evidence.

Then the court will decide it. If it is favorable to you, then you probably will not appeal it, but your spouse might appeal it.

You cannot file it "non-appearance" you cannot litigate it "non-appearance" either. Lagi kang kailangan na andoon sa husgado tuwing may hearing. Of course you can waive it, but usually, you will have to testify.
