Actually, walang madaling sagot sa tanong mo. Ang agency kasi, baka may dahilan sa pag-hold nila, halimbawa, sila ang nag-advance ng pang medical mo o kaya pang-air fare mo. So, bago naman nila-i-release ang passport mo, dapat naman silang mabayaran doon sa mga lehitimong ginastos nila para sa iyo, na napakinabangan mo.
Ngayon, kung hindi ka naman nakinabang at wala namang rasonableng dahilan ang kanilang pag-hold sa mga papeles mo, dapat lang na-ireklamo mo, dahil panggi-gipit iyon. Ang POEA ay may complaints desk para sa mga ganiyang kaso.
Ang iba naman, dumudulog sa mga public service programs, at may mga liaison officer ang mga public service programs na tutulong sa iyo para maka-usap ang agency at maibalik sa iyo ang mga papeles mo.
