Hi good afternoon po sa lahat. And i hope matulungan niyo ko. Nag aral po ako dati sa tesda and nag pasa ako ng mga requirements ko. And ang kulang ko is good moral, pero pinayagan naman nila ako mag enroll kasi ok na basta may secondary permanent records ako na maipasa. So now dahil mag aapply ako sa work need ko yung SPR ko. Pero ayaw irelease ng school registrar dahil wala daw sa policy nila. Kailangan daw meron muna akong good moral, so ang ginawa ko pumunta ako sa school ko dati para mag request ulit ng good moral. Kaso ang sabi naman ng school registrar sa hihgschool di na daw pwede ako mabigyan dahil kumuha na ako dati. And oo kumuha ako dati dahil nag aral ako sa college so isa yun sa mga requirements. Pero nag stop ako and syempre naiwan ko yung records ko sa college na pinasokan ko non. Di din ma release dahil may balance ako. Kaya nong nag enroll sa tesda yung SPR ko ang ginamit ko dahil twice ako nakakuha. And now yung ang kulang ko good moral nga, problem ko is dito ako sa mindanao nag school ng tesda and yung good moral ko is nasa manila. Ask ko lang bawal po ba na mag hold ang Tesda school ng SPR ko? Nagbayad pa nga ako ng 200 para daw iprocess sa pag release, pero di naman ni release. Nong nag explain na ako sa sitwasyon ko. Wala man lang sagot yung tesda school registrar ko. Saka lastly wala akong balance sa kanila doon lamang nila ako iniipit sa good moral kaya ayaw nila irelease. And para saan pa yung 200 na binayad ko kung di naman nila ibibigay SPR ko dahil nasa policy daw nila.

Sorry, I don't know what an SPR is. Ano iyon?

Naku, hindi ko alam kung anu-ano ang mga policy na iyan. Kasi, hindi pa ako nagkakaroon ng kaso na involved ang Tesda or ang mga school na accredited sa Tesda.

However, I can imagine that that institution is just another school. So, mayroon siyang accreditation or permit to operate sa ilalim ng DepEd. Iyon na nga lang, Tesda school siya kasi, may tie-up sila ng Tesda -- na sa kanila pinadadala ng Tesda ang mga enrollees nila para sa mga courses na ino-offer nila as long as ang cost ay hindi masyadong mataas.

Isa pa, ang kuwento mo, wala kalang certificate of good moral character. Sa totoo, naiinis ako sa requirement na iyan -- pati ba naman mga pre-schoolers nire-require na magkaroon ng Certificate of Good Moral Character kung sila ay lilipat ng school! Hindi pa nga natin alam kung may character na ang batang 5 years old, good and moral character pa kaya! Ang gusto lang nila siguro ay malaman kung may mga disciplinary infractions ang estudyante.

Anyway, mag-inquire ka sa DepEd. Mag-reklamo ka na iniipit ang papeles mo dahil lamang sa wala kang Certificate of Good Moral Character. At alamin mo kung ano ang puedeng ipalit dito. Kasi, kung hindi ka i-issue-han ng dati mong high school, siguro, certificate na lamang na wala kang disciplinary infractions.

Iyong sa dati mong college -- wala tayong magagawa -- you have to pay them to get your records. And even if you pay them, they will not give you the certificate of good moral character na nanggaling sa high school mo -- you will have to request a new one from them.

Baka naman may kakilala ka doon sa college or sa high school mo dati, baka puede ka na lang magpa-issue ng certified true copy noong certificate of good moral character.

Alam mo, ang tatay ko, self-supporting student siya all his life. I remember ang isang kuwento niya, hindi siya makapag-enroll sa college kasi, may balanse pa siyang P30 sa dati niyang high school (wala nga siyang makain kung minsan, P30 pa! At ito ay noong mid-60s, ha?) So, ang ginawa niya, kinausap niya iyong registrar nila (masisti ang tatay ko). Sabi niya, kung may pambayad ako sir, babayaran ko iyan. kaso, wala, kaya nga po sana'y mag-aaral pa ako at nang may marating ako sa buhay, para naman mabayaran ko iyan. Puede ba sir, bayaran ko pero hulugan?

So, binayaran niya ang P10 -- inisyu sa kanya ang records niya (hindi lahat), pumirma siya ng promissory note. Tapos, noong naka-luwag na siya, unti-unti niyang binayaran hanggang sa makuha niya lahat ng records niya.
