Unang-una kailangan po munang may evidence ka na ang nasabing alley ay isang road right of way maaring may dokumento na nagpapatibay nito o kaya ay ito ay annotated sa title ng nasabing property. Kung ganun mayroon right of way na nakaestablish then you can file a case to enforce it. Kung wala naman po maaring magpafile lang muna ng complait sa Barangay for Right of Way dispute/claim baka pwede naman pong mapag usapan before hahatung sa korte po. You need to consult a lawyer regarding your issue if possible take pictures of your place or that particular alley. Maari kasing maraming occupants ang affected at hindi lang kayo so they can also join as complainant.
