Complaints against neighbor, shouting, tadyak water meter

Pwede po ba ako magfile ng against sa neighbor ko sa pagsipa ng tubo ng kontador ng tubig, paghamon, pagsigaw ng malakas at pagsasabi ng masama laban sa akin? Ano po kaya pwedeng ikaso sa kanya? Saan po kaya ako pwedeng humingi ng assistance?


Translation: Can I file a case/lawsuit against my neighbor for kicking the pipe of our water meter, daring me, shouting, and saying bad things about me? What case could I file against him/her? Where could I seek for assistance?
