Cannot get TOR because of being a transferee

Hi magandang araw po, ang tanong ko po ay tungkol sa aking pag-aaral...Bali nag-aaral ako ng kolehiyo sa probinsya namin public college yun, so natapos ko ang isang taon ng Education course. Tapos kapatid ng tatay ko kinuha ako at pina transfer sa city kasi mas maganda daw mag aral doon. At dahil sa pangakong iyon nasilaw ako at agad sumama so nakapag aral ng half semester sa private school and from education nag shift ng business administration. Pero ang pangakong yon ay hindi nakayanan kasi masyadong mahal ang tuition fees..


So naiintindihan ko naman yun pero may halong pagsisi kung bakit pa ako nagtransfer... So what I did next I went back to my previous school yun kung saan natapos ku ang isang taon ng education at nag enroll ulit using my a previous TOR from them... So I thought okay lang hindi naman sila nanghihingi ng requirements for transferees, I don't know why? So sabi ko okay lang siguro..so naging second year college na, so tinapos ko talaga yung taon na yun, I asked my TOR kasi need to stop muna para makapagwork kasi nahihirapan na nanay ko at least maka tulong muna...but noong hinihingi ko na hindi na ibibigay kasi naging transfer daw ako at bali yung second year ko sa kanila not counted...well kasalanan ko din yun Kasi di ako nag submit ng transferee requirements from the private school where I transfered before....but paano yung public school may pagkukulang din ba sila? Kasi ine enroll nila ako without checking my records at sana hindi nalang nila ako piñatapos ng second year para hindi naman nasayang ang pera at panahon..now gusto ko magaral ulit ano ba ang gagawin ko? Please tulong naman po I'm an ofw now n I'm planning to pursue in college next year..May ipon na ako and kaya kona mag tapos ng pag aaral with my ipon..ano dapat kung gamitin na TOR? From private school or public school? Mas prefer ko ang sa public kun may paraan pa at least maging 3rd year college na ako sa pasukan dahil ipagpatuloy ko ang education course..while if I use private TOR business administration ang course ko doon and I think subjects are not credited for my education course and I am still in second year...so mas pabor ang public school na TOR...please advice po...really need it..GOD BLESS :)





Topic: I studied in a public college in our province, so I finished 1 year of Education course. Then my uncle took me to the city and transferred me to a school there, because it is better to study there. I believed him so went with him to study in the city for half a semester in a private school, and from Education course I shifted to Business Administration. But my uncle was later unable to support me further because of the high tuition fees. I understood him, but I had a tinge of regret why I went with him and transferred to another school. So I went back to my original school where I took my Education course and enrolled there, using my previous TOR from them. I thought that it's ok. So I became 2nd year college student and finished that year. Then I asked them for my TOR because I needed to find work. But they refused to give it to me saying that I became a transferee, because I did not submit transferee requirements from the private school. But shouldn't they also be faulted? Because they did not check this and I wasted a whole year to finish the second year, and also the expenses. Now I'm an OFW and planning to pursue my studies. Which TOR should I use, from the public school or from the private school? I prefer using from the private school so that I can become 3rd year student of Education course. I have saved money now to be able to support myself through school.

Hindi ko masyadong maintindihan. At bukod dito, iba-iba kasi ang mga patakaran ng mga eskuwelahan patungkol sa mga transfers. Official ba ang pagkaka-alis mo mula sa public school patungo sa private school? Ibig kong sabihin, nag-file ka ng transfer? O basta ka na lamang umalis sa public school at nag-enroll sa private school?
Na-count ba iyong mga education units mo doon sa business administration course mo? Kasi nga, I imagine na ito ay mga general education subjects lamang.

The worst that they can do is that they can disregard iyong mga units mo na kinuha mo mula sa private school. Ibig sabihin ay, hindi na nila ito isasama sa iyong TOR. Hindi ito kabilang sa TOR na i-i-issue nila. OK lang naman iyon, kumuha ka na lamang ng ibang TOR mula doon sa private school.

Pero, sa isip ko, hindi puedeng hindi ka nila isyuhang ng TOR kahit na nag-transfer ka pa. Basta, ang ipakiusap mo, ang ilagay lang nila ay iyong mga units at subjects na kinuha mo doon sa public school na iyon-- iyong lang ang mahalaga. At kumuha ka na lamang ng ibang TOR mula doon sa private school para doon sa iisang taon na iyong ipinag-aral doon.

Huwag mo nang ipilit siguro na isama nung public school pati iyong records mo mula doon sa private school. Basta ang ibigay na lamang sa iyo ay iyong mga official grades mo sa mga courses na iyong pinag-aralan dahil sa tinanggap nila ang iyong bayad para sa mga klase noong nag-enroll ka. Nagkaroon ka ng grade doon sa mga subjects na iyon. So, iyon na lamang ang ibigay nila sa iyo. Iyong ay karapatan mo bilang isang mag-aaral.

Minsan kasi, kung ang kausap mo ay iyong empleyado lamang doon sa window, hindi rin siya makakapag-pasiya. Bka kailangang doon ka sa supervisor makipag-usap o di kaya'y makipag-usap ka doon mismo sa University Registrar.

Kung hindi madala sa paki-usap ang University/College Registrar o Secretary ninyo, humanap ka ng abogado at magpa-gawa ka ng demand letter. At kung hindi pa rin ibigay sa iyo iyong TOR mo (minus the records from the private school), dumulog ka na sa CHEd. Magreklamo ka kahit na sa liham lamang. At kung wala pa ring mangyari, ipa-media mo na.

Sorry at hindi ko gaanong mai-detalye sa iyo ang sagot ko -- una sa lahat, hindi ko alam kung anong college o university iyan. Kung sa UP yan, walang kaso, malawak ang isip ng mga tao doon. Sa ibang college o university, wala akong karanasang kumuha ng TOR. So, I cannot tell you how or what to do. But I do know na karapatan mo na maka-kuha ng kopya ng iyong transcript kahit na hindi ka pa na-confer-an ng isang degree. Ang transcript ay isa lamang opisyal na paglilista ng mga subjects na iyong in-enroll-an at ang mga marka na natamo mo doon sa mga klase na iyon. That is all.

Hi Atty. bimbi, maraming salamat sa iyong kasagutan, opo official ang pag Alis ko noon sa public school and some of my subjects were credited , only when I stopped from private school I didn't manage to ask any requirements for transfer, I just simply went back to the public school and used my first year TOR that they issued me..so in my part I thought okay lang Kasi di naman humihingi ng kahit ano eh...atty. My last question is, do u think the public school will accept me f I will secure a transferee requirements from the private school? Kasi mas prefer ko talaga ang public school na iyon Kasi malapit lang sa bahay namin..if sa city I need to pay for my boarding house, plus my transportation pa, so masyadong magastos....once again maraming salamat po sa inyo....saludo ako sa inyo, marami kayong natulungang ofw's na katulad ko..God BLess you more...

Actually, kung noon ay tinanggap ka nila, it means lang na meron kang eligibility requirements for admission. Just because nag-transfer ka sa ibang school, hindi naman ibig sabihin ay nawala na yung eligibility requirements mo. Ang requirement ng pagta-transfer ay clerical requirement lang, para dumaan sa proceso at mailagay nila sa TOR mo yung history ng pag-aaral mo sa colegio. Kaya kailangan lamang na mag-comply ka sa mga requirements nila sa pagta-transfer. Ito lang ang paraan para iyong isang taon mong pag-aaral sa private school ay maisama sa scholastic records mo. Pagbabayarin ka lang siguro ng transfer fee, etc. at baka sabihin nila na mag-re-re-apply ka for admission back doon sa dating degree program mo na education. Baka nga i-consider ka na nag LOA (leave of absence) lang para lang may mailagay silang dahilan kung bakit may laktaw ang records mo at ang ibang subjects mo ay mula sa ibang school. Ganoon lang iyon.

Wala ka naman sigurong behavioral or disciplinary concerns kaya wala silang dahilan para hindi ka muling tanggapin. By the way, according to the CHEd, ang education ay isa sa mga in-demand na college courses ngayon para maka-pag-abroad. At hindi sa Middle East, ha? Canada, Australia, NZ at iba pang 1st world countries. Yun nga lang, medyo stiff ang competition at may mga exam. Kaya, good luck sa iyo.

Ang pag-aaral, according to my Dad, ay yaman na walang makaka-agaw o makaka-nakaw. So, tama ang desisyon na bumalik sa pag-aaral – mas malayo ang mararating (according ulit sa Dad ko) ng isang taong may mataas na pinag-aralan. Good luck!

Hi, i came from public college po. And i transfered to a private school. Nung nag transfer po ako, hindi ko po alam na kelangan ko po palang sabihin na transferee ako. Kasi ako lang po nag aasikaso sa sarili ko when it comes to my studies. Pumasok po ako sa private as freshman. Ngayon po hinahanapan po nila ako ng form 138, which i assume na nasa public po na pinasukan ko. Aayusin ko po sana yung TOR ko sa public school na pinaggalingan ko. At yun na po ang ibibigay ko sa pinapasukan ko po ngayon. Ok lang po ba yung gagawin ko? Or baka maexpel po ako sa private school na pinapasukan ko kasi po hindi ko kaagad nasabi?
