Pano po ako makaka enroll kung hinold ang form 138 ko?

Nagaral po kasi ako sa National College of Science & Technology noong 2011 ng vocational course, pero di ko po natapos ang in plant training. Ngaun po gusto ko na mag aral ng BS EDUCATION, pero nasa kanila po ang form 138 ko. Kelangan daw po bayaran ko muna daw ang 16k na tuition fee. Ang program po kasi nila dati ay study now pay later, at may allowance po kami na natatanggap sa pabrika na pinag ttrainingan namin. At sa allowance na un kinakaltas nila monthly ang tuition fee. Wala po ako ganung kalaking halaga, at gusto ko po sana makapasok na sa kolehiyo. Ano po ba ang dapat kong gawin? Paano ako maka enrol kung hinold nila Form 138 ko?


Translation: I took a vocational.course at the National College of Science and Technology back in 2011. However, I was not able to finish the in plant training. Now I would like to take up BS Education but the school has my form 138. They told me that I have to first pay the 16 thousand pesos that I owe for tuition fee. You see, the program they had then was study now pay later. We got an allowance from the factory where we were training. And from this allowance, they deduct the monthly tuition fee.

I don't have that much money to pay the 16 thousand pesos that they are asking, but I want to go to college. What should I do? How can I enrol if they are holding my form 138?

You can do two things: you can ask your high school to issue you a certified true copy of your Form 138 or its equivalent Form 137; you may also ask a lawyer (even a lawyer from the PAO can help you) to write a letter of demand against the school to release your Form 138 to you.

Of course, you can always pay the unpaid account so that you can get your Form 138. The school has a right to be paid subject, of course, to any agreement such as the study-now-pay-later scheme you said that the school promoted.

TIP: if you need a Form 138 badly, file an affidavit of loss narrating the events which caused you to lose your copy of the original Form 138. Then, apply with the CHED for a copy of the Form 137 (equivalent form in the custody of the Dept. of Educ).
