About sa tax declaration you can get it anytime naman sa Municipal Assessor anytime you will need it for as long as you are updated with the Real Estate tax. About naman sa title yan ang problema kasi if yan ang mawala you will need to file petition in court for reissuance of Owner's Duplicate Copy. So in your case huwag mong problemahin if nasa inyo ba ang tax declaration or wala. Ang dapat ninyong problemahin if ang title at ang tax declaration ay natransfer na po ba sa inyo bilang buyer or new owner ng nasabing lupain dahil kapag hindi pa malaking posibilidad na makukuha ito sa inyo unless may deed of sale or deed of donation na po kayong hawak para magbibigay ng karapatan na mailipat na po ang ownership para sa inyo.
