Possible yan usually kapag na file na sa korte ang kaso maghit ka pero in your case if nabayaran muna ang penalty maybe after 2 years magiging cleared kana. However, may mga instances na hindi pa rin cleared sa record ng NBI so need mo pa rin magsubmit ng court clearance as supporting documents na isubmit mo sa NBI para maniwala sila na you have paid the penalty.
