"Placement fees: Barrier sa pangarap na makapagtrabaho sa ibang bansa"


Sa panahon ngayon at sa kahirapan nang buhay dito sa ating bansa malimit na nagiging kasagutan sa kahirapan ng buhay ay ang pagpunta sa ibang bansa o dayuhang bansa upang matutustusan ang pangangailangan ng ating mga pamilya.


Bilang isang Operations Manager ng isang ahensya dito sa ka- Maynilaan, kalimitan na nakikita kong Barrier o hadlang sa mga aplikante ay ang Placement Fee or ang halagang kakailanganin nila na pambayad para maproseso ang kanilang mga papeles upang maaprubahan ang kanilang pag- aapply sa bansa na kung saan kailangan ang kanilang serbisyo.


Anu- ano nga ba ang mga paraan ng pagproseso ng papeles ng isang aplikante or OFWs?

• Passaporte

• NBI Clearance

• Birth Certificate ( kalimitan kapag late registration hinihiling na makakuha muna ng red ribbon sa DFA at authenticated dapat ng NSO)

• Medical

• Training sa TESDA ( kung mag aaply sa Taiwan bilang kasambahay)

• VISA Processing • POEA OEC – (Overseas Employment Certificates)

• Plane Ticket


Sa nakita ko sa mga nag aaply sa amin nun ang una nilang pinakamalaking problema ay ang mga pang gastos nila sa mga pangangailangan nilang bayaran sa mga pagprosseso ng kanilang mga papel dito sa Pilipinas. Ito rin ang una kong pinapaliwanag sa kanila bago sila magsimula sa kanilang pag- apply kung sila ay porsegido na makatulong sa kanilang pamilya at kung minsan ay may mga anak na nag-aaral at mapagtapos.


Natatandaan ko nung 2010, may isa kaming aplekante nun na pinatulog ko sa bahay namin dahil sakto lang ang pera at walang matutulugan dito sa Kamaynilaan at nakapagkwentuhan kaming 2. Naikwento nya sa akin ang paraan nya para makaluwas ng Maynila at makipagsapalaran para lamang maiangat ang kabuhayan ng kanyang pamilya sa Pangasinan.


Sabi ni Maria (hindi nya tunay na pangalan) isang linggo syang nakigapas at namagpag ng palay para makaipon sya ng pamasahe nya paluwas. Nakita ko sa mga mata nya at sa paraan ng kanyang pananalita na may pangarap sya na mabago ang kanilang buhay. Handa syang makipagsapalaran at iwan ang mga sa buhay upang mabago ang kanilang pamumuhay.


Tinanong ko sya kung desidido ba syang makipagsapalaran sa ibang bansa. At ang kanyang kasagutan ay “ Opo Ma’am, kaya pong tiisin ang mawalay sa aking pamilya kaysa sa makita ko silang naghihirap sa araw-araw naming pamumuhay”.


Tinanong ko sya ulit, “ alam mo kung ano ang mga kailangan mo at kung magkano ang iyong gagastusuin para lang matupad mo ang iyong pangarap para sa iyong pamilya”. “Opo Ma’am, alam ko po malaking halaga din po ang kakailanganin ko, pero dahil po sa sinabi nyo na may mga ahensya ng lending ang tumutulong sa mga OFWS kung naaprubahan na ang kanilang Visa. Dahil po dun hindi po ako nawawalan ng pag asa. Magtutulungan po kami ng pamilya ko para mapunan ang unang mga pangangailangan ko sa unang mga hakbang.”


Isang babae, isang anak, isang kapatid si Maria na handang talikuran ang lahat para lang sa kanyang pamilya. Isang babae na may adhikain sa buhay na alam kong mararating nya. Pagkatapos naming maghapunan sinabihan ko na sya na magpahinga sa kwarto ko mismo. Nakita ko sya na payapa ang utak natutulog at maaliwalas ang kanyang mga mukha. Kinabukasan sabay kaming nagpunta sa aming opisina.


Makalipas ang ilang buwan, bumalik sya sa aming opisina na dala na ni Maria ang kanyang mga papeles at may ngiti sa kanyang mga labi. Naproseso ang kanyang mga papepeles matapos nyang maibigay ang paunang bayad na P25,000.00, naka attend si Maria sa training ng TESDA, at naaprubahan nya ang kanyang VISA. Nang makita na nya ang kanya VISA tinulungan namin sya na makapag apply ng loan sa isa sa mga lending companies dito sa Maynila. Makalipas lang ng ilang araw ay mai-release ang kanyang loan na P75, 000.00 at nabayaran lahat ni Maria ang kabuang Placement Fee na P90,000.00. Wala pang 2 linggo matapos mabayaran ang lahat ay pinirmahan ni Maria ang kanyang contract at nakalipad papuntang Taiwan. At nakapag iwan pa sya ng maliit nahalaga para sa kanyang pamilya na iniwan dito sa Pilipinas. Nabayaran ni Maria ang kanyang niloan sa lending company sa loob lamang ng isang taon. Napalagyan ni Maria ng kisame ang kanilang tahanan, nakapagpundar ng tricycle para sa kanyang ama at maliit na sari-sari store ang kanyang ina. Sa kasalukuyan ay magtatapos na ang kanyang nakababatang kapatid sa kolehiyo. At magrerenew na ulit ng panibagong kontrata sa kanyang amo sa Taiwan bilang isang kasambahay at katiwala na din dahil sa kanyang kasipapagan at katapatan.


Lahat tayo ay may kanya- kanyang adhikain sa buhay. Sa una ang buong akala natin ay mahirap itong abutin. Kung panghihinaan tayo ng kalooban ay di natin ito matutupad. Ang mga ahensya dito sa ating bansa ay handang tumulong sa inyong lahat para matupad ang inyong pangarap. Ang lahat ng katanungan ay may kasagutan, ang lahat ng problema ay may solusyon.


News keeps us informed of what is taking place around us. It tells us of political events, extraordinary and the ordinary important events. Even the advertisements have their value. In the world today, reading the news is essential and necessary.

Newspapers give us deeper in sight into the event. With newspapers you can choose to spend a few minutes or a few hours reading repeatedly a piece of news, unlike television.

Reading motivates the drive to know what happens next, to want to turn the page, the need to keep going. So it forces us to learn new words, to think new thoughts. In addition, it also builds empathy.

Reading the news is like gaining insider access to current information about the world we live in today. It records events that happen. It is important and interesting to read about developments and progress that are being made from day to day in the affairs of your country or in the affairs to the world. Thus, reading a newspaper makes us fit to participate in our society. It also helps develop an educated mind, informed judgment, and critical understanding.

It has been said that to read is to fly and it is to soar to a point of vantage which gives a view over wide terrains of history, human variety, ideas, shared experience and the fruits of many inquiries. Reading is a particular exercise that not only gives an insight to the world around, but gives us an inner comfort. When we read a particular news, we start identifying ourselves with situations and those around us. By reading, we are actually viewing a reflection of our society. In the fast paced modern world of today, it has become very important to be updated. Newspaper is a great way of keeping ourselves updated. Newspapers remain the most invaluable source of news and information, despite the different forms of the electronic media.

Reading news also inadvertently improves one’s language skills. News items and articles are written to express and communicate, thus precision and meticulous use of words and expressions are used. As a result, a person will absorb these language and style details while going through news items and articles, as well as sharpen communication skills in reading and writing. Consequently, comprehension skills are enhanced. The more one reads, new words and expressions reveal their meaning to the reader’s mind. Unconsciously, our vocabulary is enhanced and the language ability improves, becoming more expressive and fluent.
